JRA Fire Safety Advisors were appointed to deliver a comprehensive fire risk assessment alongside a Dangerous Substances and Explosive Atmospheres Regulations (DSEAR) assessment at the West Midlands Air Ambulance headquarters and operational base at Cosford. The site comprises administrative accommodation, operational spaces, hangar facilities, and external aviation fuel infrastructure, presenting a complex and high-risk operational environment.
The fire risk assessment undertaken by JRA Fire Safety Advisors provided a structured and methodical evaluation of fire hazards, people at risk, and the effectiveness of existing fire safety measures across the premises. The assessment considered the varied nature of site activities, including office functions, aircraft operations, vehicle movements, and 24-hour occupancy, ensuring that fire detection, means of escape, emergency lighting, firefighting equipment, and management procedures were proportionate to the risks present and suitable for an emergency response environment.
In parallel, JRA Fire Safety Advisors completed a detailed DSEAR assessment focusing on the storage, handling, and use of hazardous substances on site, including aviation fuel and diesel associated with aircraft refuelling and emergency power generation. The assessment identified potentially explosive atmospheres, established hazardous area classifications, and reviewed existing control measures to reduce the risk of fire or explosion. Clear zoning plans and recommendations were provided to support safe operations, maintenance activities, and contractor management .
By delivering both assessments in a coordinated manner, JRA Fire Safety Advisors ensured that fire safety and explosion risk were considered holistically, providing the client with a clear, defensible evidence base to support statutory compliance, operational safety, and the continued delivery of critical lifesaving services.
